Introducing personal health budgets
The CCG is committed to supporting people to benefit from personalised care. It is one of the key aims of the NHS Long Term Plan. This includes the ambition to increase the uptake of personal health budgets nationally to 200,000 people by 2023/24 which is outlined in the Universal Personalised Care delivery plan. Locally, this translates to increasing the uptake from 2,900 personal health budgets in March 2020 to 8,700 by 2023/24.
What is a personal health budget?
A personal health budget is an amount of money to support a person’s health and wellbeing needs, which is planned and agreed between the person (or someone who represents them), the CCG and / or the NHS team. It is not about new money, but it may mean spending money differently so that you can get the care that you need.
A personal health budget allows you to manage your healthcare and support such as treatments, equipment and personal care, in a way that suits you. It works in a similar way to Personal budgets for social care – NHS (www.nhs.uk), which allow people to manage and pay for their social care needs.

Strategic co-production is at the core of personalised care. My Life Choices (MLC) is a strategic co-production group established in September 2017 to work in partnership with the CCG. Members are committed, motivated people local to Nottingham and Nottinghamshire who have valuable lived experience; all members’ access health and social care services, including some with complex needs. Members have fed back that being involved has offered confidence, skills and knowledge from helping positively shape development of health and care services at a strategic level. They have worked hard to develop strong relationships and act as the bridge that brings statutory and community services together for the best interests of individuals.

How My Life Choices has made a difference
- MLC co-design our approach to personal health budgets and personalised care.
- Members play leading roles in delivering personalisation training to health and care staff.
- Members support the recruitment process and sit on interview panels
- Several members are also members of key national groups, including the Personalised Care National Strategic Co-Production Group, NHS Assembly, and Personalised Care Local Implementation Governance Group, and members have attended national leadership development programmes.
- NHS England described Nottinghamshire as a ‘national exemplar’ in strategic co-production.
- MLC members have participated at major national events such as the King’s Fund Integrated Care Conference.
What is co-production?
Co-production is a way of working where equally empowered people with lived experience and professionals work together to create a decision or a service which works for them all. The approach is value-driven and built on the principle that those who are affected by a service are best placed to help design it. Co-production is an approach to a decision-making process rather than a specific method.
My Life Choices is a strategic co-production group, meaning that instead of working on the design of specific services, MLC is involved in the strategic level of the Nottingham and Nottinghamshire Integrated Care System.
