Our Governing Body is responsible for the NHS clinical commissioning decisions across Nottingham and Nottinghamshire.

The former six CCG Governing Bodies of Nottingham and Nottinghamshire (NHS Mansfield and Ashfield, NHS Newark and Sherwood, NHS Nottingham City, NHS Nottingham North and East, NHS Nottingham West and NHS Rushcliffe) held ‘meetings in common’ on a monthly basis. Members of the public are invited to attend and observe these meetings and we are happy to answer questions that relate specifically to items on the agenda. However, any questions must be submitted at least two days prior to the meeting taking place. Please note that due to patient confidentiality, we will not be able to discuss questions that relate to individual patient care.

Dr Stephen Shortt

Dr Stephen Shortt

Joint Clinical Leader (Chair)

Dr Stephen Shortt has been a GP at East Leake Medical Group since 1992 and was chair of Rushcliffe CCG for seven years. In 2006 he founded Principia, a social enterprise integrated care organisation and became clinical chair. Stephen has been the implementation lead for the Greater Nottingham accountable care system. Additional achievements include establishing Nottingham Emergency Medical Services (NEMS) in 1998, NHS Direct in 1999 (becoming its medical director) and the Nottingham Walk-in Centre in 2000. He has previously been a GP advisor to the Department of Health including a two-year secondment as a senior policy advisor in the Department of Health Strategy Unit.

Dr James Hopkinson

Joint Clinical Leader

James has been a GP partner in Calverton since 1992, and completed consultant training in Sport and Exercise Medicine in 2012. He has worked as a consultant in both Leicester General Hospital and Nottingham Universities Hospitals. James has been a board member for Gedling PCG, Nottinghamshire PCT, and was chair of Nottingham North East CCG.

Dr Amanda Sullivan

Accountable officer

Amanda Sullivan has a clinical background, working as a nurse and midwife before moving into senior management. In 2001 Amanda was awarded a PhD for research investigating decision-making during pregnancy. In her capacity as a consultant midwife, Amanda worked at regional and national levels. She chaired a working group on behalf of the National Screening Committee, which developed national standards for ultrasound consent in pregnancy. Amanda has also edited midwifery academic text books.

Dr Adedeji Okubadejo

Secondary Care Specialist

Dr Adedeji Okubadejo is a consultant in anaesthesia and pain management and the clinical director for this specialty at the Heart of England NHS Foundation Trust, where he has worked since 2002. In addition to his consultant and clinical director roles, Adedeji also took on the role of associate medical director at the Trust in 2013, which includes responsibility for medical appraisal, revalidation, clinical outcomes and medical job planning. He is also the Trust’s Caldicott Guardian.

Jon Towler

Non-Executive Director

Jon Towler is an experienced chairman and non-executive director in both the private and public sectors. Jon graduated in 1991 from Reims Business School with a double degree in International Business Administration and then spent his early career in international sales management. He moved into general management roles in the late 1990s, spending eight years as a director of the UK’s leading wholesaler of office products. Jon has been involved with the NHS for more than ten years, chairing both NHS Nottinghamshire County and the East Midlands Ambulance Service. Since 2015, Jon has been a lay member for both Mansfield and Ashfield CCG and Newark and Sherwood CCG and subsequently the Nottingham and Nottinghamshire CCG. Jon is Deputy Chair of the Governing Body, Chair of the Remuneration and Terms of Service Committee, Chair of the Prioritisation and Investment Committee and is the CCG’s Freedom to Speak Up Guardian. Jon is also vice-chair of the Integrated Care System Board.

Sue Sunderland

Non-Executive Director

Sue Sunderland has more than 30 years’ experience of audit, governance, and financial and risk management across the public sector. Building on her previous career with the Audit Commission and KPMG, she is focused on helping the CCG deliver the best for the people of Nottingham and Nottinghamshire. Sue is Chair of the Audit and Governance Committee and is the CCG’s Conflicts of Interest Guardian.

Sue Clague

Non-Executive Director

Sue Clague is an experienced director with a background of senior roles in the UK, Europe and the United States, with managing director posts at Courtaulds and Pretty Polly. Sue has a proven track record of successfully driving organisational change and of creating and delivering business strategies resulting in sustained improvements. She continues to work in the textile sector as a commercial business advisor at a strategic and implementation level, is a board governor with New College Nottingham and has continued involvement with a number of other public and voluntary sector roles. Sue is the Chair of the Patient and Public Engagement Committee.

Eleri de Gilbert

Non-Executive Director

Eleri is retired after a career spanning 31 years in the NHS – latterly as Area Director NHS England (South Yorkshire and Bassetlaw) where she was also responsible for specialised commissioning across Yorkshire and the Humber. Eleri has been Chief Executive of 2 Nottinghamshire Primary Care Trusts and held various Director roles at Health Authority level – Commissioning; Planning and Performance and Locality. She has led a range of programmes around Primary Care and Women and Childrens services at national and regional level and led the establishment of NHS 111 services across Yorkshire and the Humber. Eleri has also run community health services across Nottinghamshire. Eleri began her career in banking working mainly in the City of London but also spent some time working for Marks and Spencer PLC as a graduate management trainee. Eleri originates from N Wales and is a fluent welsh speaker but has firmly laid her roots in Nottinghamshire, having lived here for over 40 years and has volunteered throughout that time in her local community. Eleri chairs the Quality & Performance Committee and the Primary Care Commissioning Committee

Non-Executive Director

Shaun Beebe is the head of operations within the Faculty of Science at the University of Nottingham with responsibility for the School of Physics and Astronomy and the Sir Peter Mansfield Imaging Centre. He is a retired chief superintendent with Nottinghamshire Police having served as the divisional commander for Nottingham. Shaun has extensive experience of strategic partnerships, performance improvement and operations management, with a special interest in partnership interventions to tackle public health issues such as drug and alcohol-related harm. Shaun is also a member of the Royal College of Defence Studies. Shaun is Cahir of the Finance and Resources Committee.

Stuart Poynor

Chief Finance Officer

Stuart Poynor has worked in the NHS for 37 years in a wide range of leadership roles. Originally an accountant in Leicestershire, Stuart became finance director of a primary care trust (PCT) in Staffordshire in 2002. In 2004 Stuart became chief executive of the PCT and in 2006 he became chief executive of the newly formed South Staffordshire PCT. In 2011 Stuart was appointed as chief executive of the newly formed Staffordshire and Stoke-on-Trent Partnership Trust where he oversaw the transfer of 1,100 social care staff into the NHS. The Trust was the largest provider of integrated health and social care in the UK. In 2017 Stuart was seconded to work as director of commissioning operations for the north Midlands and joined the Mansfield and Ashfield CCG in 2018. Stuart is the CCG’s Senior Information Risk Owner.

Chief Commissioning Officer

Lucy Dadge has previously worked as a director in acute and mental health trusts, as well within the strategic health authority and the civil service. Lucy has undergraduate and postgraduate degrees, including an MBA in health services management. Lucy has non-executive experience in the education and housing sectors. She has broad experience of transforming health and care services, including being involved in the establishment of the mid-Nottinghamshire Better Together programme.

Chief Nurse

Prior to this post Rosa was the deputy chief nurse and was the system strategic lead for integrated personalised commissioning, as an early adopter site Nottinghamshire CCGs led the work on the universal personalised care model and implemented early personal health budgets across the system. Prior to returning to the NHS in 2015 Rosa worked for a forces charity to lead the delivery or primary and community care in a variety of roles in primary and urgent care Rosa is passionate about people and developing person centred approaches to care. Rosa is the CCG’s Caldicott Guardian.
